Patch Set 1:

I understand. However there are many clouds that do not support floating ips, so putting in logic that requires pre-allocated floating ips lowers the potential interoperability by requiring a specific feature that's only on some clouds.

I'd love to understand more about why pre-allocated IPs are a requirement for deploying a k8s cluster. It's possible I just don't understand the use case and would like to understand the need better. Perhaps with better understanding I can find another place where the API can be improved...
