Avoid tools/tox_install 
We do not need to install neutron anymore, this repo only uses
neutron-lib.

Remove tools/tox_install.sh and adjust tox.ini for using it.

Common database model for services that classify packets

Please feel here a long description which must be at least 3 lines wrapped on 80 cols, so that distribution package maintainers can use it in their packages. Note that this is a hard requirement.
