Apply cookiecutter defaults
Launchpad points to https://launchpad.net/openstack-ci which I assume is a catch all. [setup.cfg] * skipped files.packages section which is unneeded * removed obsolete pbr global.setup-hooks Change-Id: I26bddf6a1bb1ce7a10ea0f8d9f40a916dcba0c90
