Enable boot mode detection by ironic-inspector
Currently, inspection works automatically in all boot modes. However, deployment requires UEFI to be explicitly enabled on nodes. This change enables ironic-inspector to provide boot_mode capability based on actual boot mode. Note that proper UEFI support still requires flavor changes.
