Seems like documentation still recommend to select
the TC election dates as
"Needs to conclude by S-3 (3 Weeks prior to OpenStack Summit)"
which is old things and changed in TC charter 2 years back

This commit fixes those dates and add link to TC charter
to refer while electing it. Ditto for PTL election.

CIVS changed its policy on email communication in
April 2021. For all the private poll, eveyr user needs to
op-in the email communication from CIVS to get the poll
link etc. Opting in is done using the “Activate user” page:

Create a stub process document which includes the readme so it will
be incorporated into the published election site content. Link to it
from within the main index as well. Overhaul the semi-compliant
reStructuredText syntax in README.rst so it will parse correctly,
and add some additional markup for readability. Also include a note
in the main page section on officials with a call for volunteers.

We now have tools to generate most of the emails we'll need to send.
Document how to use them.
While there update docs to remove references to adding {tc,ptl}.rst to
index.rst. This is now done auto-magically ;P
