Remove babel.cfg
Remove babel.cfg and the translation bits from setup.cfg, those are not needed anymore. Change-Id: I6c44c8e0b8bf16af2e91ba26b2dbe37c06ea1048

The Keystone server can provide error responses translated into the language in
