Code Issues Proposed changes

Updated the keystone docs to follow the docs theme 

Changed the existing keystone documenatation html theme to the
new openstackdocstheme. For reference, the same theme is being
used here, https://docs.openstack.org/admin-guide/.

Closes-Bug: #1692031
