Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/2023.2 branch, tests will continue to use the upper-constraints list on master. Change-Id: I8b2eaaaf79386fe622e6148b6a2f0ceeea7262cd |

Middleware for the OpenStack Identity API (Keystone)
This package contains middleware modules designed to provide
authentication and authorization features to web services other than
Keystone
<https://github.com/openstack/keystone>. The most prominent
module is keystonemiddleware.auth_token. This package does
not expose any CLI or Python API features.
